Expect him to do exhibit all of the above traits. Only a fool would come before him with a half-baked and poorly thought-out suggestion. He'll chew them up and spit them out before they know what's hit them.
Hieronymous Luther Marcus Krellmann
Aged two-hundred, Krellmann is the oldest member of the council. He is a Magister Primus of the Administratum, one of the Council of Twelve that elects the Master. A noble of the highest rank, he is arrogant and cares little for the plight of individuals under his authority.
He is a fervent believer in due process. If something isn't done by the book, it might as well not have been done at all. Paperwork not filed causes untold hassle and inconsistency, and such sloppiness cannot be tolerated in the Emperor's Administratum. Hard nosed and petty, he embodies what many believe to be the essence of the Administratum - anal-retentiveness, small-mindedness and obsessive attention to detail.
Expect him to be extremely critical of every motion, and to dissect and examine them in the utmost detail. Incomplete suggestions and arguments, full of holes and unanswered questions, simply will not be acceptable in Krellmann's book.
Janus Peter Seifer,
A more liberal man, Seifer is a Processorium Senior Clerk First Class, and manages data inputting and control in the Terran Processoria. Though his job depends on attention to detail, he concedes that nothing can be perfect, and is willing to put up with acceptable margins of error in any situation.
He can be depended on to provide an anaytical yet pragmatic view on any matter of procedure, possibly due to the fact that his job entails dealing with many millions of humans, who he concedes by their very nature are imperfect.
Expect him to provide a humanistic and pragmatic approach to any discussion. He can be depended on to put the concerns of individuals above the concerns of the whole.
Hans-Otto Koftes,
Koftes manages the Servitorium, where mindless servitors deal with filing on a round-the-clock basis. As a result, he is used to having his orders followed, and does not like to hear his own suggestions and points being rejected. An ebullient and aggressive man, he is used to walking all over his charges, and will not stand for insubordination of disrespect for authority.
Expect him to be disdainful of any Inquisitorial authority. He deeply begrudges anyone who ranks above him, and to him, the notion of a body that wields ultimate authority is repellent. He is likely to oppose any Inquisitorial attempts to diversify their area of jurisdiction.
Matthieu Paul Delacroix,
A Librarius Primus, or Book-Keeper First Class, Delacroix is an uptight and fussy personality. Like Krellmann, he is of the Administratum 'old school' - he is unhappy to accept sloppiness or inefficiency. As head Book-Keeper of one of Terra's Largest Libraria, he feels more at home amongst paperwork than amonst humans. Retiring and petty, he feels contemptuous of those who do not meet his own exacting standards of organisation and rigour.
Delacroix is likely to be fussy and pernickety to an excessive level. All arguments must be well laid out and thorough in order to meet with his approval. He will not tolerate superfluosity or inefficiency. He is also unlikely to approve of any motions that place human input (and dependence on it) over thorough recordkeeping and sensible management.
Johannes Augustinius,
Augustinius is a key man on the council. As an Executor Legalis, he is responsible for liaising with the Adeptus Arbites to identify legal issues in the Administratum's work. As such, he is both rigourous in his approach to records, and a capable negotiator and litigator. The council often look to him to provide a balanced practical analysis of any given situation - his understanding of Imperial Politics is second to none. However, this area of expertise leads him to be extremely reluctant to make any power grants or authority shifts which may alter the balance of power in Imperial Politics.
Expect him to be the Adminstratum's equivalent of an Amalathian. Keen to uphold Imperial Law and the status-quo at any cost, and utterly unwilling to give the Inquisition carte-blanche to take away the power of the Imeprial government to rule.
Androcles Pheare,
Pheare's name is fitting. He is an old and terrifying man, concerned with little other than the bottom line. As the Adminstratum's most senior Consuasor Pecuniorum, he is the man with his hands on the Administratum's purse strings. Much more likely to think numerically than practically, he is not given to allowing motions that will place excessive financial burdens on the Imperium. Known as 'Red-Stamp Pheare', after the red 'Funding Denied' stamps he is so often wont to use, it is best not to anger him. His rants have been known to put fear into the hearts of even the bravest of men.
Predictably, he can be expected to be concerned primarily with cost. Do not expect him to approve of any frivolous motions that involve throwing copious amounts of cash at a problem. Measures must be cost-effective and reasoned to gain his support.
Julian Lysander,
The Procurator Generalis Senioris of the Administratum Terra, Lysander is likely to be one of the harder Council members to win over. Bitter, cynical and old-fashioned, he is likely to oppose new motions purely because he considers them frivolous and new-fangled. Radical ideas are a no-go, and anything that is too forward thinking and progressive is likely to bring an interjection from him.
Attempts should be made to moderate motions so that they do not contain any ideas that are too contrary to the mindset of Julian, who in essence represents the fusty and old-fashioned aristocracy of Terra, and the paranoid and conservative High Lords. Be consoled, however, that if you can please him, then there is clearly merit to your proposal. (In essence, he is the 'anti-powergaming' failsafe in the Council.)
