My Brothers, I have compiled any and all information that I could find on the Planet Semptor, the housing station for the famous Semptorian Docks. Few know much else about the planet other than its famous Naval history and renown, and I therefore wish to enlighten you with this information. I thankyou for taking the time to read this.
Political system of Semptor
The political system of Semtpor is based around an elected planetary governor, as stated as essential by the High Lords in the creation of the 'Act of Proper Colony Government'. This law can be interpreted in many ways, as all it says essentially is that a planet must have a planetary governor. It does not state in which form that governor takes.
The Semptorians have interpreted as a democracy, whereby the governer is voted in by a majority vote of the people over eighteen years of age who are not in jail, mentally ill or a member of the Council of Chiefs. Candidates can be anybody who can vote, but to be considered a candidate and be voted for, they must be chosen by the Council of Chiefs to stand for a candidate to governor.
The Governer of Semptor is able to put forward any law that he wishes to Semptor. He is elected to do the will of the people, but that is not always the case. Therefore, any laws that are to be made are put firstly to the Council of Chiefs who decide whether the law is beneficial to Semptor considering all factors and wheter it is a 'legal law' (a legal law being one that agrees with basic human rights as defined by the High Lords of Terra). They decide whether the law is perfectly viable and is passed automatically with no trouble, or wheter it must be sent to the 'Commons' for voting on. The Commons is simply a randomly selected sample of 500 people who vote on a bill. The sample must be changed every time. The same sample cannot re-appear in session.
The Governor is also granted emergency powers that allow him to literally do what he wants in a state of crisis. This is so that he may successfully mobilize the Semptorians to counter the crisis, by whatever means necessary. The 'whatever means necessary' means that the commons will not agree with- in fact loathe- what the governor is doing to help. They are thought to not be able to see the bigger picture, and during a declared state of crisis, the Commons are silenced.
An officially declared state of crisis comes into existence only with the backing of the council. If the council does not agree, then the Governor only has the normal powers granted to him as part of the Act of Proper Colony Government as laid down by the High Lords of Terra. If a state of crisis is declared, but the Governor abuses his state of power, the Council are permitted to meet in secret. This is called 'Privvy Calling'. They secretly vote on whether or not the Governor is abusing the called silence of the commons and if they agree that he is, the current Chief of the Commisariat will execute him where he stands whether he be in his private chambers, or trying to calm a crowd. The council will assume control of the country until a new governor is elected.
The Council of Chiefs are not elected in but are representatives of their organisation that they come from. They are the highest ranking
people present on the planet, and therefore granted immense powers. They are not only able to vitoe the Governor's laws, but are his public advisors, and it can be told to the people if he goes against what the majority of the council say. This is obviously damaging the reputation of the Governor, and is almost a death sentence. Therefore, the Council really have control.

That is a basic over view of the Political system.
The Semptorian Navy and Docks
The Semptorian Navy is lead by Admiral Nesbitt. Consisting of several cruisers and battleships, it is one of the most formidabe and renown fleets for military excellence. Semptor is steeped in naval heritage and such is it that it is extremely important and they feel a certain sense of pride of their navy, delighting in every success. It works exaclty like any other fleet, policing and escorting convoys on daily duties, and occasionally going to war.
The Docks are the collective name for a Ramilies class Star fort surrounded by several defense platforms, in both the inner and outer parts of the system. It also encompasses the navy officer cadet academy, the pilot's academy, the Marine Academy and ship constuction rings. Most of those wishing to be part of the navy either join the pilot's academy, or go straight in as a rating. Others join the cadet academy, learnign how to become a successful naval officer. Most fail, but the few, the very best, become successful officers. One such man is the current Admriral, Admiral Nesbitt. Others join the Marine Academy, learning to become the elite of the elite, and experts in their own right at boarding combat.
The Semptorian Guard
Though a disciplined and extremely well trained force, the Semptorian Guard is overshadowed by its oversized brother, the Semptorian Navy. It is considered an essential requirement to join the guard first before even being considered for joining the pilot's academy. The bulk of the army consists of men who are serving a term of service to join the navy in the form of guardsmen armed with lasguns or other such weapons. They wear a black jacketed, beige trousered uniform, wearing green helmets and white shoulder pads. These are the Semptorian Guard Regulars. Some not wishing to join the navy but rather make their career in the army become sergeants and officers, and one such man as this is Field Marshall James Jackson.
A small part of the army is made up of Naval Marines straight from the Academy. They are required after their training at the Marine Academy to serve in the Semptorian Guard for a year before joining a ship as assault and defense squadrons. They are fresh in marine terms, but incredible to the Regulars.
Another small part of the army are a group of hardened veterans called the 'Semptorian Honour Guard'. When members of the Regular divisions perform outstandingly, and positivley outshine the other Regulars by sheer experience and mettle, they are awarded with the Honour Guard's uniform. It is a naval blue colour, with white lapels, gloves and white lacing around a neatly cut jacket, and white lacing around a small cap. They are in a place of reverance to the Regulars and even the Marines as they march toy soldier like in parade, and move their guns from their shoulders in practiced, precise movements together as one. Some in the Honour Guards are specialists in certain weapons such as a melta or flamer or even sniper rifle. It is considered a necessary requirement to be a member of the Honour guard in the Semptorian Guard before being accepted into the officer's cadet Academy.
Even Admiral Nesbitt was once in the Honour Guard, at the ripe age of twenty one. He was a specialist sniper, classified as class Beta Minor, an extremely high marksman rank. To this day, Admiral Nesbitt keeps his Honour Guard uniform folded neatly and well ironed somewhere in his quarters along with his old long las which he still occasionally uses.
